"How much do you know about Raccoon City?" Alex asked directly.
"Initial report indicates a large-scale virus leak, suspected to be a T-virus variant. Numerous infected individuals and animals have been found in the city, and some communications have been disrupted."
The commander's answer was concise, just like his style of doing things.
"What's the situation with our researcher, William Birkin?"
"He has lost contact. The last signal indicated that he was in the underground research institute area."
Alex's lips curled into a cold smile.
Missing?
It would be best to lose contact forever.
Just then, the secretary came in again, followed by a man in a suit and tie who looked somewhat hurried.
"President, Mr. Delom from the Paris branch has arrived."
Delorme, representative of the Paris branch responsible for the evaluation and promotion of the BOW project.
A typical businessman, but deep in his eyes lies a thirst for power.
"President Wesker."
Delom bowed slightly, adopting a very humble posture.
"The situation is urgent, so I won't beat around the bush."
Alex gestured for them to sit down, then returned to her large office chair.
"Secretary, report all the intelligence you have about Raccoon City to the two of you."
"Yes."
The secretary opened the encrypted terminal she was carrying and projected a map of Raccoon City, marked with flashing red dots that were quite alarming.
"Based on the sporadic reports and satellite imagery analysis received so far, Raccoon City has experienced unexplained riots since 4:00 AM today. The initial reports came from the city center hospital, and then quickly spread throughout the city..."
The secretary's voice was calm and professional, but the content of the report was chilling.
The chaos in the streets, the panic of the citizens, and... those staggering figures lunging at the living.
"...Preliminary assessment indicates that the source of the infection was a large amount of disinfectant containing the T virus sprayed by a sanitation department's sprinkler truck, and Dr. William Birkin is a prime suspect."
"Currently, the Raccoon City Police Department (RPD) is essentially paralyzed, with most of the city's external communications disrupted, and only a few encrypted lines still operational."
"The number of infected people... is incalculable, but it is increasing at an alarming rate."
After the report ended, the office fell into a deathly silence.
The USS commander remained expressionless, seemingly accustomed to such scenes.
Delorme, from the Paris branch, had a flicker in his eyes and his breathing was slightly rapid.
Alex Wesker tapped her long, slender fingers lightly on the table, making a rhythmic, soft sound.
She finally spoke, breaking the silence.
"Damn William Birkin."
Her voice wasn't loud, but it was filled with suppressed anger.
"The company has invested astronomical sums of money in him, trusted him, and given him authority."
"Is this how he repays Umbrella?"
"A farce that turned the entire city into a testing ground!"
Alex slammed her hand on the table, causing everything on it to vibrate.
【Bang! 】
"Who does he think he is? A god?"
"A piece of trash who can't even control what he creates!"
The USS commander remained silent, focusing solely on executing orders and avoiding involvement in the higher-ups' anger.
Delom cleared his throat and spoke cautiously:
"President Wesker, please calm down."
"Now that things have come to this, it is important to hold Dr. Birkin accountable, but right now, the priority is how to control the situation and... turn the losses into gains."
Alex stared at him coldly.
"Benefits? Mr. Delom, what benefits do you think Umbrella can gain from this disaster?"
Delom pushed up his gold-rimmed glasses, a shrewd glint in his eyes behind the lenses.
"President Wesker, if I may be so bold..."
"The current state of Raccoon City, while an unfortunate accident, has also provided us with an unprecedented... [practical testing ground]."
His voice was lowered.
"The latest improved BOW from the Paris branch, codenamed 'Tracker,' boasts performance far exceeding any previous model. However, it has lacked a sufficiently complex combat environment to fully demonstrate its capabilities."
"Raccoon City is now the perfect testing ground."
Alex's eyes flickered slightly.
Tracker.
She knew about this project.
The Paris branch invested heavily in deep modifications to the Tyrant's original body, implanting a parasite [NE-], with the aim of creating a biological weapon with rudimentary intelligence, capable of executing complex commands, and possessing high adaptability.
"You mean, deploy the [Stalker] in Raccoon City?"
"Exactly."
Delom's tone carried a hint of excitement.
“We can set specific mission objectives, such as eliminating specific threats, recovering important samples, or... eliminating survivors who know too many secrets.”
"This will not only allow us to fully test the combat effectiveness of the [Tracker] and collect valuable combat data, but also take care of some... troublesome things along the way."
The USS commander spoke at this moment:
"The chaos in Raccoon City makes intervention by conventional forces extremely risky, with casualties difficult to control. If the [Stalker] is indeed as powerful as the data suggests, it is certainly an option to consider."
Alex remained silent, lost in thought.
Delorme's offer is very tempting.
Turn a disaster into an opportunity for weapons testing and a "cleanup operation".
This is very Umbrella.
"Besides investing in [The Tracker], do you have any other suggestions?" Alex asked.
Delorme perked up, knowing that his proposal had impressed the powerful woman.
"blockade."
He said firmly.
"Raccoon City must be completely sealed off immediately, at all costs."
"Sever all external transportation, whether by land, sea, or air. Establish a no-fly zone, and kill any unauthorized aircraft without exception."
"At the same time, we will completely cut off all communication signals between Raccoon City and the outside world, including civilian networks, telephones, and radios. We want to turn Raccoon City into an information island."
"Entry is permitted, but exit is not."
Delom emphasized his words.
"Anyone attempting to leave Raccoon City, whether civilian or... one of our own, must be eliminated once exposed."
"Only in this way can we ensure that the virus does not spread and that Umbrella's secrets are not leaked."
Alex nodded.
Cruel and decisive enough.
This is indeed the most effective stop-loss solution at present.
"I agree with your proposal."
Alex made a decision.
"USS forces, in coordination with the Paris branch, shall immediately execute the deployment plan for [The Tracker]. The priority of targets shall be agreed upon by you, but it must include the recovery of G-virus samples and the capture of William Birkin... alive or dead."
"Yes, President."
The USS commander responded.
A satisfied smile appeared on Delorme's face:
"President Wesker is wise. The Paris branch will fully cooperate."
"The blockade operation will be led by the USS. I'll take care of things with America's military. Your job is to turn Raccoon City into an impenetrable fortress as quickly as possible."
Alex's eyes were cold.
"I don't want a single fly to fly out of Raccoon City until the virus is completely eradicated."
"clear."
"And one more thing."
Alex looked out the window, her voice becoming even lower.
"I need you to immediately report to President Spencer everything that happened here, as well as our response plan."
She was referring to her secretary.
“Tell him that the foundation of Umbrella must not be shaken by the sacrifice of one city.”
The secretary's heart skipped a beat, and she nodded vigorously: "Yes, I'll take care of it right away."
"in addition,"
Alex turned to the USS Commander and Drom,
"From now on, activate the highest level of asset preservation plan."
