The Emperor Joker isn't incapable of breaking through these forces, but if he did, he would be immediately detected by the time-traveling system as "an error at the wrong time" and teleported back to his original location. (i.e., the Superman: Emperor Joker era)
The Emperor Clown heard a voice say in his ear, "It's good to see you making friends, and the rats back home seem quite happy to have company, but the problem is..."
"Do you really think Batman Dragon will come to your rescue?"
He turned his head and saw the troublemaker floating listlessly above him, yawning widely: "We've been stuck here for who knows how long!"
